arrow keys stuck in fn mode

HP Spectre
Microsoft Windows 10 (32-bit)

I have an HP Spectre.  The arrow keys are stuck in their fn mode.  Instead of touching the down arrow and it going down one line it pages down.  Instead of pushing the left arrow key and he going left one space it goes "home."  All four arrow keys do this and it is making it impossible to operate spread sheet programs, etc.  How do I stop this from happening?

I came across your post about the keyboard issue, and wanted to help!  I understand that the arrow keys are working as if the Fn key is pressed.

 

To start, can you provide me with the Product Number of the notebook?  Here is a link you can use that will help you find your Model and Product Number:

In the meantime, are you only having this issue in one program, or is it present throughout the entire Operating System?  Are you only having issues with the arrow keys?  Did this issue start to happen recently?  Did you download any updates lately?  Have you tried performing a System Restore, to set the notebook back to its previous working state?  Try reviewing the following document, and let me know how it goes:
