Microsoft Windows 10 (64-bit)

I have a HP Envy x360 laptop. I bought a USB-C hub. It works for the USB connections but not for the HDMI video connection. (HDMI works when plugged directly into the computer instead of the hub). I've read that the hub ports do not work for all computers and I'm wondering how to tell if mine is one it should work with or not.

There are many generations and hundreds of different models/products called HP Envy x360 machines. What is yours ?  Please use the following instructions to find out the model/product of your machine:

From what I'm reading online I need a USB-C hub that has DP ALT MODE. I'm trying to figure out how to know which hubs have that and which do not.

That's true and USB-C port on your machine does not support Alt mode. Its specs

which clearly says:

 

         1 USB 3.1 (Type-C™)  only. This port is similar to USB-A ports, only different shape.
