Product: hp ma0351 ng
Operating System: Microsoft Windows 10 (64-bit)

I did try to connect my HP ma0351ng by using a USB-C cable (Dell) to my new monitor Dell P2419hc, but it doesn't work. The notebook does not recognize an external monitor; the monitor does not recognize a signal from my notebook.

why?

HP ma0351ng is an invalid model/product. Is it an  HP Notebook - 14-ma0351ng machine ? Its specs

which shows it ONLY has 1 USB 3.1 Type-C™ Gen 1 (Data Transfer up to 5 Gb/s) port. This port does not support Alt mode therefore you can't connect it to an external monitor even with a hub/dock.
