@13tanglefoot
Thank you for joining HP Forums.
I'll be glad to help you,

As I understand you haven't been able to use WiFi since you changed from Wind stream to Time Warner cable and you want to know how to reset the printer,

Please follow this link with the details about setting up a WiFi network on your printer using the Photo smart C4700 series: click here (since you've changed the WiFi network, you may have to start over on the WiFi setup).

To find details about your printer and how to reset: click here for the user manual.

You may also follow the below steps to reset the printer:

Press the Power button to turn on the product.
With the product turned on , disconnect the power cord from the rear of the product.
Unplug the power cord from the wall outlet.
Wait at least 15 seconds.
Plug the power cord back into the wall outlet.
Reconnect the power cord to the rear of the product.
If the product does not turn on by itself, press the Power button to turn it on.

If the information I've provided was helpful, give us some reinforcement by clicking the solution and kudos buttons, that’ll help us and others see that we’ve got the answers!
Good Luck.
