Disk usage always at 100%

My HP pavillion with specs:
Gpu: GeForce 940M
Cpu: Intel(R) core (TM) i7-5500U CPU @2.4GHz
Memory: 8.00 GB Ram
When my computer first turns on for about the first 15 mins the disk usage is always at 100% even if i dont touch it. After that 15 mins or so, my pc disk usage sometimes drops down to as low as 0% but it isntantly spikes back up to 100% and remains at that. I have done a full system clean up and there is no virus' or malware. Can someone give me any advice please?

This is what happens at start up, after the graph on-screen it goes up to 100% and stays there:
This is what happens after about fifteen minutes, after running low usage it will return back to 100% instantly:

Hi
I have looked and I have seen.
The Wi-Fi seems to have similar spikes, the piccy is not focused on that, but I see similarities.
This suggests
Synchronisation with cloud storage
Downloading all sorts of stuff, from emails to updates (Google does a lot of that).
Some form of trojan.
Because it is of concern, and not acceptable to you as normal usage / behaviour then I would look for a rootkit. I see you have Norton installed, and suggest this as an alternative to support / supplement Norton for a few days.
