My computer will not turn off, 

sometimes it will not turn on.

It discharges when it is turned off.

Going through your post, I see that you are having issues while recovering the HP notebook. Do not worry, I’m here to help 🙂

 

First off, I’d like to know few more details about the issue to further isolate and to help you better:

  1. When did this issue start appearing first?
  2. Have you made any hardware or software change prior to the issue?
  3. Are you using the power button to turn off the PC or are you going to the power – shutdown option?
  4. What is the complete product number or model number of your HP Spectre? If unsure, please check: http://hp.care/2oPCMBG

 

Alternatively, I would suggest you first try and use HP Support Assistant to download the necessary drivers to update the old ones.

 

HP Support Assistant is a software program designed to help you keep your computer in working order, prevent potential problems from arising, and resolve problems quickly and easily. The program also provides valuable system information that you need when troubleshooting computer problems. Please go to http://hp.care/2gFA6Q8 to install the HP SA if you do not have it already.

 

Also, if you have the HP SA installed then go to http://hp.care/2gqoIri and follow the steps under “Checking for HP updates’ to find and install the updates. You can also check the troubleshoot options here.
