Solved!

How do I set "Number Lock" as the default setting for the number pad on Pavilion DV7?

To set numlock ON as default when you log on you will have to edit the Windows Registry.

HKEY_USERS\.Default\Control Panel\Keyboard

Change the value for InitialKeyboardIndicators to 2
