Incorrect boot with multi-colored screen

HP Recommended
HP laptop Envy dv6
When I boot sometimes I get frozen on a multi-colored screen that displays date and time but nothing else. The colors are different widths and colors. It's like looking down on the rings of Saturn. What's going on?

Is it Windows 10? It flashes a different high-color high res photo every 3rd or 4th day and some of them are like '60s psychedelia...just hit the up button your keyboard and should go to login.

Windows 8. I get the same photo each time. Up arrow didn't work. I can't attach a screen shot unfortunately.

It's strange that the time and date appear but it doesn't boot any farther than that and the multi-colored image appears.

Any more ideas about what could be going on?

Thanks for the help.
