cannot detect usb mass storage device

Pavilion notebook
Microsoft Windows 8.1 (64-bit)

Hi, I am trying to reformat my usb mass storage device to FAT32. However, when I plug it into my HP Pavilion Notebook, I hear a sound and the blue light on my storage device lights up, but I cant find the details of it anywhere!! Where is it?

 

Also, when I find it, is it easy to reformat it into FAT32?
