how to bypass "enter Administrator Password or Power on Password"

Hey, whenever I turn on my PC a message immediately appears saying "Enter Administrator Password or Power On Password", I have never seen this before and have no idea what that might be or how to get past it, after 3 failed attempts it displays "system disabled" and the code "93978624", I just want to fix this problem so that I can use my laptop again, thanks.
