Had the same problem on my 5 year 8600 Pro.  Removed the cartridges, removed the print-head and cleaned it with warm water (per some website I can no longer find).  Did not work. 

Purchased a new print-head and cartridges (as a kit) from Amazon and installed them.  Immediately recognized the cartridges but was "busy".  Cycled power, and the alignment process started and concluded successfully.  The kit was not cheap BUT I was back in business quickly (no printer set up to contend with).

I have gone through all the steps above. I have;

   - Replaced the ink cartridges twice

   -Replaced the carriage twice

   -Went through the on/off/on procedure countless times

Still have the same error message:

          There is a problem with the printer or the ink system

                           Turn the printer off, then on,

                       If the problem persists, contact HP

As you can see in my December post, ultimately I replaced the print head.  Had my fingers crossed because the kit cost $185 and I was not sure it would work, but I like the 8600 and buying and setting up a new printer would have been time consuming.
