How and where do I ask HP for an Upgrade so that my new computer is in English?

I just bought a new HP All-in-One computer in Mexico. I am a U.S. English-speaking citizen, retired and living in Mexico. When I first turned on my new computer I was asked what language do I want for my computer. I chose ENGLISH. And I was also asked, at the same time, what language do I want for my keyboard. As I write Mexican friends and need many special characters to write in Spanish, I chose SPANISH (MEXICO). 

 

However, when I began to use my computer, I noticed that everything was in Spanish! I chatted with Customer Support and they told me they could not figure out the problem and to call again. I called again, giving my case #. This time I was told the problem is that I have WINDOWS 10 HOME SINGLE LANGUAGE 64 BITS. The tech support representative here in Mexico told me that I should contact HP in the United States and ask for a UPGRADE so that I can read everything in English. 

 

I feel I was tricked by the HP representative who sold me this computer, as he obviously knew I am an English-speaking individual, but he did not tell me that he was selling me a computer with a SINGLE LANGUAGE version of Windows. Also, again I feel I was tricked when the computer itself asked me to choose a language for my computer immediately upon startup for the first time, yet the computer can not provide any other language except Spanish. 

 

Please help me to upgrade my computer so that I can read everything in English. All the technical information is in Spanish and is impossible for me to understand. I do not know who to call or what to say.  Your assistance in this matter will be greatly appreciated.
