Translating Chinese document into English

HP Scanjet scanner G2410
Microsoft Windows 7 (64-bit)

Hello. I have a document I would like to get translated from Chinese (probably) to English - see attachment. I will first have to convert it, from it’s present image format, into computer readable form using optical character recognition (OCR) software, then use a web machine translation service to do the translation. I have the following questions:

  1. In what language is the document written and with what characters?
  2. I have an HP Scanjet G2410 flatbed scanner. Can the OCR software supplied with it work on Chinese characters? If not where can I get such software? Or is there an alternative way to do the OCR.
  3. Is there a recommended web site for the translation?

[unfortunately I have been unable to upload the document - I get an error message that the file is too big. I have tried to open the file in my WPS Writer program (which can read pdf files) but it will not open this file, presumably because it is in an image format, not a computer readable text format. So I don’t have a program with which I can cut down the size of the document.]
