Are you able to read or run other files when using any other USB Flash drive on this computer? If you are able to then it may be an issue with that particular USB Flash drive, or something may be wrong with the file stored on it. If no USB device will work with your computer, then try following this: HP PCs - Troubleshooting USB connections (Windows 10, 😎.
If it seems like a problem with the file itself, then WinCleaner Support - wincleaner.org, may be your best bet.
