My son was trying to open the internet and it wouldn’t open. He performed a restart and then the screen turned blue with the time showing in the lower left hand corner, WiFi and power in the lower right hand corner. It will not allow me to do anything. This is a Pavilion touch screen

Perform a hard reset:

Use the following steps to perform a hard reset on a desktop computer:

  1. If Windows is open, turn off the computer.

    If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.

  2. With the power off, disconnect the power cord from the back of the computer.

  3. With the power off and the power cord disconnected, press the power button on the computer for five seconds. The power light indicator on or near the power button might turn on briefly but then go out.

  4. Reconnect the power cord and turn on the power.

Thanks for the reply. It now says Recovery at the top of the screen and has 2 options. Restart my pc or See advanced repair options.

There are several options in the advanced options screen, I have no idea which one to choose?

Recovery option will reinstall the Operating System and erase all data from your computer.

 

For further assistance please share the screenshot of what you see on the PC screen.
