Product: HP 23-r009 All-in-One Desktop PC series

Bios update failed. Black screen, no sounds except HD and fans spinning up. Only light is on the power button. Bios recovery USB does not load. I cleared the CMOS by removing the battery. Tried clearing CMOS and removing the Hard Drive. No beeps. No lights on the keyboard. I hear the HD and fans spin up. The USB will no longer light up or boot. The keyboard is not recognized so any key strokes are impossible. 
How do I recover the bios? Win+B or Win+V do nothing since the keyboard is not recognized.
Do I need to replace the motherboard or is there an easier way to replace the BIOS?
