Operating System: Microsoft Windows 10 (64-bit)

So here goes, I have for the longest time tried to get my monitor to 165Hz and have had no success. I am capped at 144Hz with a GTX 1070. Now I have tried activating the overclock option but when I do so I am locked looking at my desktop background with icons on said desktop not visible  and the ones on the Taskbar don't bring up anything. Also as another kick in the pants it brings the Hz down to 60. I have the most up to to date driver for both graphics card and monitor. Any help would be appreciated as I can't find the fix for this anywhere.
