Product: ElitePad 1000 G2
Operating System: Microsoft Windows 8.1 (64-bit)

My tablet only charges to 59% and the screen turns black once it is disconnected from the charger. When plugged in to an electrical outlet, the tablet works find, but  states that it is not charging. I need to use it as a mobile computer.  Any suggestions? Thank you.

It sounds like your fuel gauge IC in battery is broken. My suggestion is to replace the battery, below is the spare part number I found in HP Support Website.

Slate jacket with battery slot (includes battery)
709462-001
