Operating System: Microsoft Windows 10 (64-bit)

Windows 10 update crashed computer. Need to access start up settings to fix. That option does not exist in start up menu. How do I access that? Neither restore point or system image restore works as get error message at very end of process. Once logged in start up goes into rapid looping and unable to access anything.
