I was performing an update on my laptop. It had finished installing then was going to restart. I noticed it was taking a rather long time. After couple of minutes had passed. A blue screen with an error message displays and says it needs to restart. It continues this cycle over and over.

Can you pass diagnostics? Press F2 to run diagnostics.
If a component fails during the UEFI diagnostics then it needs to be replaced. Do not attempt to update the BIOS if memory or disk show errors.
Press F10 and go into the BIOS setup and press F9 or the key that sets the BIOS default. Check that the date and time are correct. Ensure that secure boot is enabled, then press F10 and be sure to save when exiting the bios setup.
Does your PC boot? If not, you need to get into Windows safe mode and find the problem.
First read this article about safe mode. Skip down to 'Enter safe mode from outside windows. If F11 does not get you into system recovery then try turning the power on and off three or more times in a row.
Try that Startup Repair shown just above.
If that does not work then go for a Restore Point.
This video describes how to use a restore point. Ignore that it shows windows working. Clicking on System Restore will bring up the list of restore points similar to what is in the below video.

If there are no restore points or the restore point is so far back that you'll lose a lot of programs then you need to bring up the device manager and see if you can fix the problem.
Find the device that has the error icon and try to fix it.

I tried all that. I lost count of how many post I have read.
It wont boot windows at all. Even repair. When I did repair with external USB. It says it couldn't. BIOS was reset to default but that didn't work.

Did you do the disk drive test from the UEFI F2 diagnostics? if the drive failed you need to replace the drive.
How old is you system? See if you have cloud restore which can be used on a new drive.
HP is removing cloud recovery for system over 5 years old. You may want to get a copy of the cloud recovery before it is too late.
Cloud recovery provides all the custom HP drivers.
Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.
