Does HP send links to reorder products

Does HP send emails with links to reorder products.  I purchased a laptop on the Christmas day flash sale and HP sent email that transaction was declined however the bank said it was not declined on their end. HP support sent an email with a link but I am suspicious of the link and the urgency of the Support Staff caller.
