I understand your concern, especially since you have already performed extensive troubleshooting, including updating Windows, installing the latest AMD and HP graphics drivers, updating the BIOS, checking background applications, adjusting power settings, and disabling the "Fan Always On" option in BIOS. I see that the fan continues to run loudly despite CPU temperatures remaining around 48°C to 60°C and the system not being under heavy load.
After reviewing the screenshots you shared, I can see that there are numerous background processes running, but the overall CPU utilization appears relatively low. Additionally, the storage device being identified as "HDD" instead of "NVMe SSD" in Task Manager after a Windows update may indicate a Windows reporting issue or a storage controller configuration change.
In the meantime, kindly try the following step and confirm :
- Run HP PC Hardware Diagnostics UEFI and perform the Fan Test and System Extensive Test.
Regarding HP Power Manager and HP Command Center, these applications are not supported on all consumer notebook models. HP Power Manager is generally intended for specific commercial/business platforms, and HP Command Center is supported on certain HP consumer devices. As a result, they may not install or function on the HP 17-cp0308nf.
If the fan remains extremely loud even when temperatures stay below 50°C and no hardware issues are detected during diagnostics, we would like to review the diagnostic results before determining whether the behaviour is normal for this model or if additional inspection is required.

I have completed both the Fan Test and the System Extensive Test using HP PC Hardware Diagnostics UEFI
Both tests passed successfully, and no errors or failure IDs were reported. Everything appears to be normal according to the diagnostics
I also ran the Fan Test at maximum speed During the test, the fan spun at its highest RPM and became extremely loud, almost like the sound of an airplane taking off
However, the issue remains the same. The fan is still noticeably loud even when the CPU temperature is around 48–50°C and the system is idle or under very light load.
Could you please advise on the next step? Is this normal behavior for the HP 17-cp0308nf, or could there be a BIOS or fan curve issue?
Would it be possible for HP to release a future BIOS update that provides a quieter fan profile or improves the fan curve? The current fan noise is quite disturbing during normal use even though the temperatures remain relatively low

Since the hardware diagnostics passed and the issue appears to be related to the fan behavior, could HP engineering review whether this model's BIOS fan curve is too aggressive? If many users experience the same issue, would HP consider releasing a BIOS update with a quieter fan profile?
