even if i decrease the brightness level  to zero the brightness level is still more intense how can set it

I understand your screen brightness feels too intense even when you reduce it to the lowest level. Let’s go through a few steps to check what could be causing this and how to reduce it further.

Turn on Night light
Go to Settings > System > Display and turn Night light ON.
Move the strength slider to the maximum to reduce harsh blue light and overall intensity.

Disable HDR (very important)
In Settings > System > Display, look for HDR.
If HDR is ON, turn it OFF, as HDR keeps the screen bright even at low brightness levels.

Check adaptive brightness
Go to Settings > System > Display > Brightness.
Turn OFF Change brightness automatically or Adaptive brightness, if available.

Adjust graphics driver brightness settings
Right-click on the desktop and open Intel Graphics Command Center or AMD Software (depending on your system).
Go to Display settings and reduce brightness, contrast, and gamma from there.

Disable Vari-Bright (AMD systems only)
Open AMD Software > Settings > Display.
Turn OFF Vari-Bright, as it can force higher brightness levels.

Change power mode
Go to Settings > System > Power & battery.
Set the power mode to Balanced instead of Best performance.

Check BIOS display settings
Restart the laptop and press F10 repeatedly to enter BIOS.
Look for display or power-related options and restore BIOS defaults if available.

Update or reinstall display drivers
Open Device Manager > Display adapters.
Uninstall the display driver and restart the laptop to let Windows reinstall it.

Temporary relief using color filters
Go to Settings > Accessibility > Color filters.
Turn ON color filters and choose a warm or grayscale option to reduce intensity.
