i was trying to use my second cart sim in my laptop so can still get SMS (messages) in my laptop but i don't know if its activated or i need to or need to do something like installing something to activate it

Your notebook does not have the required WWAN adapter that is needed to connect to a cellular network.

 

That was an expensive option that 1 in 10 HP business class notebooks may come with.
