Can I add a rtx 4070 to my pavilion 590-p005t to my open graphics card slot and use an external power supply to run just the graphics card? The stock power supply doesnt have enough juice to run the new card

Yes, you can absolutely use a secondary ATX power supply to power a GPU in your HP Pavilion 590-p0050 as fitted with a Lincs motherboard (SSID: 843B).
However, I would strongly recommend using a 24-pin to 15-pin SATA PSU adapter in order to accurately synchronize powering up/down your ATX power supply, such as this eBay purchase example: https://www.ebay.com/itm/267158831172?_trkparms=amclksrc%3DITM%26aid%3D1110006%26algo%3DHOMESPLICE.S....
Setting this up is simple enough: park your ATX power supply near your Pavilion, hook up its 24-pin power cable to the adapter, then connect one of your PC's 15-pin SATA power connectors to the adapter's 15-pin power connector, and now you can use your ATX PCIe 8-pin PCIe power cable(s) to power your GPU.
Trust me on this: this solution not only work flawlessly, but it will also protect your motherboard and GPU against undesirable power bumps/interferences.
