Operating System: Microsoft Windows 11

I am using a Zbook Fury 16 G11 with a "Copilot" AI key where the right CTRL key was on my last computer. Is there a way to map the functionality of this key back to just the CTRL modifier key.

 

I have seen the MS PowerToys app recommended for this but it didn't seem to work.
