I keep getting a pop-up ntification re "HP Display Control Critical Update Needed."   Is this legitimate or is it a scam?

It's legitimate. Users report that new update fails or this pop still appears if successfull so, ignore or disable, Open Task Manager (Ctrl+Shift+Esc), go to Startup tab, find "HP Display Control" or "HPDC_Service", disable it, then restart. This stops popups without losing functionality. You can check it again after sometime when newer version available.
