On certain occasions my new pc fails to start up showing a fixed hp logo in the centre of the screen. Other issues include failure to come out of standby mode and failing to shutdown. This only occurs around 20% of the time and generally works fine.

Many thanks for your reply BeemerBiker, much appreciated. As my new PC is still under warranty I was able to receive some excellent customer support from HP during yesterday and so far it looks like the SFC repair (as you suggested) has fixed the problem, finger crossed!

A fixed HP logo in the center of the screen may indicate a hardware problem.
Please run the F2 diagnostics when booting and test memory and hard drive.
You should also do the SFC repair and check the windows event viewer for messages such as "shutdown vetoed by xyz" or something similar.

If windows does not actually turn off then a few things to try as suggested by Microsoft
There is the remote possibility that windows is not actually shutting down. Usually a warning to that effect is shown on the screen but depending on the fault condition the display and keyboard may turn off first. When this happens, there is no obvious way to tell if Windows actually turned off the PC.
Try the following: Wait 10 minutes after clicking the shutdown button and then unplug the system. Then plug back in, turn it on and bring up the event viewer. Look in "system" for a message to the effect "the last shutdown was unexpected". It would be dated within a minute or two after you powered it up. if you see that type of message then windows did not shut down and you can try any of the above as suggested by Microsoft

I am glad you got it working. SFC is the goto for windows problems.
Since you have a new laptop you might want to make a copy of the factory cloud restore and make sure location service is enabled in the event the laptop is stolen.
HP is removing cloud recovery for system over 5 years old.
The actual wording is a limited time after the warranty expires
You may want to get a copy of the cloud recovery before it is too late.
Cloud recovery provides all the custom HP drivers.
Go here and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 64gb flash.
It may take an hour or more to create the recovery USB.
Alternately, download from the MS windows store
Click here for instructions.
Many commercial or "business" laptops have an alternate recovery tool different from that cloud.
