Can you confirm if the CPU U7-155U is not underclocked?

So, let's see what the specs show:

 

According to Intel’s official spec sheet:

 

  • The Ultra 7-155U has a Performance-core (P-core) base frequency of 1.70 GHz.

  • It can Turbo up to 4.80 GHz on those P-cores when conditions (power, thermal headroom) allow.

  • There are also “Efficient cores” (E-cores) which have lower base/turbo frequencies. Eg: E-core base ~1.20 GHz, turbo up to ~3.80 GHz. And there are “Low-Power E-cores” etc.

  • The “base power” or TDP (typical power) is 15-watt; but under heavier load the CPU may draw more (Turbo power / PL2), subject to thermal & power restrictions.


Is it “underclocked”?

 

“Underclocked” means “running below what the CPU is capable of” -either by design (power limits, thermal limits) or due to issues (bad cooling, power settings, firmware).

 

From the public specs: No, the CPU is not underclocked in its design. The base frequency of 1.70 GHz on the P-cores is intentional, and the turbo to 4.80 GHz is there. So, at idle or moderate load or when hitting power limits, it will run at lower frequencies. That’s expected.


But in practice, you might be experiencing effective underclocking:

 

Even though the CPU is designed to run with those base/turbo specs, many factors can force it to run below those:

 

  • Thermal throttling: If the laptop gets hot, it may reduce clock speeds to avoid overheating.

  • Power limits / firmware / BIOS settings: HP can (and often does) set power profiles that cap PL1 / PL2 lower, or limit how long turbo can run.

  • Power mode in Windows: If you’re in “power saver” or a balanced mode that is conservative, that can hold things down.

  • Background loads or inadequate cooling/ventilation.


Summarizing “Can you confirm if the CPU 155U is not underclocked?” -I would say:

 

  • Yes, by spec the CPU is not permanently underclocked  -it has set base/turbo frequencies and power-limits that allow boosted performance.

  • But yes, in real‐use it may be running under its turbo clock part of the time if power, thermal, or firmware constraints are active.
