Undownloading an app

I would like to uninstall an app but whenever I try it says it’s running in the background constantly and I can’t get it to shut down in the background please help me

If an app won’t uninstall because it’s running in the background, open Task Manager (Ctrl + Shift 

+ Esc), find the app under Processes, and click End Task. Then try uninstalling it again via Settings > Apps > Apps & features. If it still won’t uninstall, restart your PC in Safe Mode and remove the app from there.

In that case, just boot into safe mode and uninstall that app from there. If you don't know how to boot into safe mode then it's very easy, you can check this link for that
