Thanks Banhien. A very useful video.
I had no problem putting the 2nd hard drive into the upper drive bay nor connecting the 1" power ribbon cable. This cable is just an extension of the power cable to the main hard drive in the bay below.
But where is the 2nd 1/2" data ribbon cable? There are a couple of unconnected 1/2" ribbon cables on the floor below, but these have 2 lines of parallel pins instead of the single line needed.
Baffled for now.

To add a second hard drive to an HP Z4 G4 workstation, you'll need to install a 3.5" HDD into a drive bay, connect the data and power cables to the motherboard, and then format the drive in Windows.
The Z4 G4 has two 3.5" drive bays and two 5.25" bays that can be adapted for 3.5" drives. The following clip may help

I think I have figured it out.
In all of the videos that I screened, the 2nd 1/2" data ribbon cable was prominently labelled "Drive". The only cable so labeled that I could find was plugged into the external drive area. So I moved it from there to the 2nd internal drive and it worked.
Of course!
So obvious!
Apologies for wasting your time!
