It appears that your HP EliteDesk 705 G2 Microtower is fitted with a 280-watt power supply -please verify: open up your case and look at the power supply's label.
An RX 560 4GB has a 75-watt TDP, and requires a 250-watt minimum power supply, which you got: https://www.techpowerup.com/gpu-specs/radeon-rx-560.c2940.
Please note: some RX 560 models require a 6-pin or even an 8-pin PCIe power cable, I would advise against that: choose an RX 560 model that does not require any PCIe power cable, such as this model: https://www.techpowerup.com/gpu-specs/msi-rx-560-aero-itx-oc-4-gb.b7602.

Other (better!) graphics card options to consider for your PC:
GTX 1050
GTX 1630
GTX 1050 Ti
RX 6400
GTX 1650
Same recommendation: choose a model that does not require a PCIe power cable.
