What I would do to troubleshoot is this: first, if you can install this card in a different PC to see if it is also malfunctioning in a different PC, and second, try a different graphics card in your PC to see if there are any issues with your PC that would cause the issue.

A Nvidia Quadro 2000 is a very low performing graphics card and replacing it shouldn't be all that expensive either.
