My problem is that The HP VICTUS 16 laptop the screen's refresh rate is locked to 60.01Hz and can't be set to 144Hz, it says that the monitor is displayed by  Intel UHD graphics, not by the Nvidia dedicated GPU.

What is the full model number or product number of your notebook?

 

Many of them only come with 60 Hz displays which is probably the case for your notebook.
