My PC struggles to turn on. the lights and fans spin then turn off, it does this a few times and then powers on. It does it both from sleep or from being turned off. A couple of months ago it would not turn on at all, just kept turning over and then powering off. I got it repaired out best buy who said the motherboard was bad, but it still has the same issue after replacing the motherboard. The PC passes all the hardware tests and I reset the BIOS already. No change.

@gary_D_Pryor, Welcome to the HP Support Community!
Thanks for reaching out about your query regarding Power-On Issues!
We're thrilled to have the opportunity to assist you and provide a solution.
Here are a few steps you can try to resolve the issue with your PC struggling to turn on:
Check All Connections:
- Verify that all power connectors are securely plugged into the motherboard, including the 24-pin ATX connector and the 8-pin CPU power connector.
- Ensure that all other hardware components such as RAM, GPU, and storage drives are firmly seated in their slots and connected properly.
Power Supply Check:
- If the power supply is faulty or not providing consistent power, it might cause issues with starting up. Test with a known working power supply to rule out any issues.
Inspect for Short Circuits:
- Ensure there are no metal components or loose screw fragments that might be causing a short circuit within the case or on the motherboard.
Memory (RAM) Issues:
- Reseat the RAM modules by removing them and putting them back in their slots.
- Try booting with one RAM module at a time to rule out any faulty modules.
BIOS Settings and Updates:
- Make sure the BIOS settings are set to default after resetting.
- Check if there’s a newer BIOS update available for your motherboard and update if necessary.
Diagnostic LEDs and Beeps:
- Pay attention to any diagnostic LEDs on the motherboard or beeps that occur during the power-on self-test (POST). These can provide clues to the nature of the problem.
- Refer to the motherboard manual for the meaning of the specific beep codes or LED patterns.
External Peripherals and Devices:
- Disconnect all external peripheries (USB devices, printers, etc.) and attempt to power on the system to see if any external device is causing the issue.
Hope this helps!
Take care, and have an amazing day!

I have finally completed all these steps, with the exception of checking the power supply. I do not have an alternate compatible PC powersupply. My issue persists. I was also going to replace the CMOS battery, but it is either not the standard CR2032 or inaccessible without disassembly.
I guess I need to go to a repair shop.
