HP USB-C Essential Powerbank not charching

HP USB-C Essential Powerbank can not be charged. When I try to charge, the bank blinks all 4 lights a few times then the 2nd light goes off and only lights 1, 3, and 4 blink for as long as the bank is plugged in. 

I found more people have the same problem, but i did not find the answer how to fix it.

To better understand the issue, could you please provide a bit more information?

1. Have you tried using a different charger and cable to see if the behavior changes?
2. Does the power bank charge any devices, or is it completely unresponsive?
3. When you plug it into a laptop or another power source, does it heat up or show any other unusual signs?
