is the best or
AMD E2-9000e APU 1.5 GHz (up to 2.0 GHz) 1 MB cache 2 cores AMD Radeon R2 graphics

None of them is the best CPU but the first one runs better then the second one because
(a) It has bigger cache (2MB vs 1MB)
(b) It has better clock speed (1.8GHz vs 1.5GHz to 2.0GHz)
(c) It has more cores (4 cores vs 2 cores).
