The active pen does not pair. When I press and hold the top, the blinking blue light does not happen.

I had this problem with two of my pens from HP. Finally I found out that there are two little batteries SR527SW in the head of the pen that needed to be replaced. Remove the head part (the top of the pen the plastic part with the push button). The metal part inside has a screw that holds the batteries in place. The are two little cuts there to enable to open the screw. With your nail in the cut on one side, just turn the screw CCW. It opens and remove it and replace or clean the batteries. With one of my pens, just cleaning the batteries and the contacts inside did the work.
