I bought the HP 255 G10. Ryzen 7730u version.It came with 45W adapter and when I plug it in to charge, cpu is throttles like crazy.It downs to 400MHZ but when I unplug it, it comes to normal.Why this laptop came with a 45W adapter and what am I supposed to do?

If this is a brand new laptop, I recommend contacting the seller or HP directly and have the fix the problem under warranty or use the DOA option if your laptop is only a few days old to get a new replacement instead of a repair job. New HP computers always have a minimum of 1 year of warranty.
HP 255 G10 is/was available with 45W and 65W power supplies, according to its quickspecs document. HP laptops typically have the power specifications printed on the bottom cover. Check that the power supply matches the specs.
If you bought a used laptop, you can check the original laptop configuration which includes the power supply type at HP Partsurfer website, just type your laptop serial into the search box.
If you have a compatible power supply, or a laptop the power supply is compatible with, cross test the devices with each other to find the likely problem - either the laptop or the power supply.

I do not know why that would happen. Obviously plugging in the power supply should not slow down the laptop as you wrote and there's obviously something at fault with it.
If you are using Windows, try the opening command line / terminal with administrator rights and reset all Windows Power Management settings to their defaults with the following command:
powercfg -restoredefaultschemes
I really don't have more ideas on a brand new laptop.
In any case, I recommend contacting the shop you bought this laptop immediately and ask them to just replace the laptop because of the fault. HP has (had) a DOA policy where a brand new (under 2 weeks old) computer having problems is automatically replaced with another one instead of sending it for repairs. You can also contact HP support directly, you don't have to go through the retailer.
