There's an option called 'Runtime Power Management'  in ZBook Fury G10 BIOS.

According to pdf_12904670_en-US-1.pdf, its description is

When checked, enables the processor to run at
lower frequencies (P-states) when higher
performance is not needed. When unchecked,
the processor always runs at maximum
frequency.

However, when I check this option, my notebook CPU runs at ~85 watts in a stress test(checked with AIDA64).

When I uncheck it, it only works at 50 watts at maximium.

In my pov, unchecking this option should force it run faster, but it actually runs slower.

Is this a bug? Or did I misunderstand this option?
