CPU turbo boost can't be enabled

Subject: CPU Turbo Boost not working – i5-1135G7 stuck at 2.40 GHz on EliteBook 830 G8

Hello 

I am using an HP EliteBook 830 G8 with an Intel Core i5-1135G7 processor (base 2.40 GHz, Turbo Boost up to 4.20 GHz). The system runs Windows 11,BIOS version is HP T76 Ver. 01.24.02, 2026/5/4

My problem: the CPU frequency never exceeds 2.42 GHz, even under full load (e.g., gaming, video encoding, or stress tests). It behaves as if Turbo Boost is completely disabled.

Here is what I have already checked:

• Windows power mode is set to Best Performance, and the advanced power plan has Maximum processor state = 100%.

• The laptop is plugged into AC power, and the battery is not in power‑saving mode.

• I have updated the BIOS to the  HP T76 Ver. 01.24.02, 2026/5/4
  

• I also monitored CPU temperatures – they stay below 75°C under load, so thermal throttling does not seem to be the cause.

Despite all these, the frequency remains locked at the base clock. I have seen other users mention similar issues on some EliteBook models, but none of the suggested fixes worked for me.

Could there be a hidden HP firmware or power management setting that overrides Intel’s Turbo Boost? Or is there any special BIOS menu (e.g., advanced/performance) that I might have missed?

Let's start from basic. 

1. Check Power Settings

• Ensure your laptop is set to High Performance Mode in Windows power settings:
  1. Open Control Panel → Power Options.
  2. Select High Performance or Ultimate Performance (if available).
  3. Click Change plan settings → Change advanced power settings.
  4. Under Processor power management, set Minimum processor state to 100%.

2. Verify BIOS Settings (These setting may not available on your laptop but still check to confirm)

• Some BIOS settings may limit CPU boost behavior:
  1. Restart your laptop and enter BIOS (usually F10 during boot).
  2. Look for Intel Turbo Boost Technology and ensure it is Enabled.
  3. Check if Speed Shift or SpeedStep is enabled—these can affect boost behavior.

If issue remains, then let me know, Are you using Original charger and charger connect to your laptop and on when running demanding task that need turbo boost?

I checked the Power Settings and did what was suggested above, but it didn't work. 

It seems like my BIOS settings don't have those options.

In addition, after turning off 'Disable Turbo' in ThrottleStop, the CPU frequency can reach 3.8GHz

If possible, backup your important data and in external drive or USB and perform complete fully wipe factory reset. It should help if any power setting, application, etc causing it

An option to enable/disable Turbo Boost should be in the System Options Menu in the BIOS.

Enter F10 BIOS setting -> Advanced tab -> System Options Menu. If I remember right, a turbo boost option is before or after an Intel Hyper-threading setting. It should be enabled by default, but you can check.
