Can't change region/language of page

HP Recommended
HP Workstation Z2
Microsoft Windows 10 (64-bit)

I can't change the region/language of my profile to Italian, it is stuck to Russian and the field is greyed out, so i can't interact with it.

Already talked to and nothing got fixed because is not managed by them, and they cannot forward my request to the correct department or tell me with who i can speak with about this issue.

Already changed the language/region of account to english and then back to Italian, but there was no effect to the page.
