Cannot find link which it shows to increase brightness from keyboard

There is a function row of keys above number which work when pressed together with fn key. All the keys work except the brightness key. It doesn't change screen brightness on screen with or without pressing fn key. A pop up shows to download some exe file but the link doesn't exist.
