Hi:
Does your notebook come with the optional and expensive mobile broadband adapter?
90% of HP notebooks don't come with WWAN adapters because those were expensive options.
All of the HP Elitebook 850 G3's come with SIM card slots.
The SIM card is useless without the WWAN hardware, and a driver will not install unless the actual hardware device is present.
In order to connect to a cellular network your notebook must have one of the following WWAN adapters showing up in the device manager under the Network adapters device manager category:
HP lt4120 LTE/EVDO/HSPA
HP hs31110 HSPA
