No the USB-C port is not for charging. Generally if you can charge through the USB-C port then the laptop is sold with a USB-C charger and yours has a standard barrel type. USB-C is far from a standard thing. The capabilities of such ports range from data transfer/charge out (like a cell phone) only to charge in and and video.
