I'm having the same circle of dots.

Looks like some remnant of the production process.

After cleaning the screen they are removable, but today I noticed them again.

Seems like when the screen has been on for a while they simply re-appear.

Is this normal?

The dots are on the surface of the screen and not produced by software.

Is there a way to permenantly remove them?
