HP Recommended

With windows 11 Pro 25H2. The laptop will not fully shut down after Windows has turned off. What I have done so far. 

1.) updated bios and me firmware

2.) turned off fast startup and anything that was under wake computer in the bios

3.) turned off fast startup in Windows and under what the power button does I made everything "shut down"

4.) In device manager I set intel management engine power settings to off instead of allow the computer to turn off this device to save power. I also did this to everything under USB controllers.

5.) I did a reset of CMOS and I also remove the laptop battery and held the power button down for a minute to drain any other power.

I'm out of ideas, any help would be greatly appreciated.
