There are a few ways this can happen, including:
- Simple incompatibility - that is, the BIOS you are trying to load is not supposed to be installed on this particular model.
- Version Incompatibility with the Operating System.
- You have not updated the BIOS for a while - the jump from the existing BIOS (on the system) is too far removed from the version you want to install.
Preparation
Stop trying to install the BIOS.
In general, you need only ever update the BIOS for two reasons:
1. Security Update deemed necessary by your computer's manufacturer (HP).
2. You are trying to solve a known issue that you believe related to the BIOS version.

First,
You need to know the actual model name / product number of your Omen machine.
Your system series might be 1 of the 26 laptops listed:

OR
Finding your Product Name, Product Number, or Serial Number
Reminder: Never post the serial number or any private information in the Community – we are a public resource.
OR
Open Product Home
Enter the type and name of your HP device

Next,
You need to check the BIOS that is installed on your computer.
Windows key + X + (then) A (admin cmd prompt)
wmic bios get biosversion

Next,
Compare the available BIOS in Category Software and Drivers to the BIOS that is installed.
Next,
If the BIOS is not compatible - stop trying to install it,
Why? If you manage (unlikely) to force the BIOS onto the system, the results could be ugly (unpleasant).
If the BIOS installed is compatible but far behind in version. Try "Stepping" up from one of the BIOS versions available in your Software and Drivers > BIOS until you get closer to the "new" version you want to install.

I currently have F.47 installed on the machine HP OMen NR 15 I sometimes changed the OS from Windows 10 Pro to Windows 10 Enterprise and even after that i was able to install the F.47 Bios version without any issue.
The HP website actually detected the machine information and took me to the website where to download the new bios and other drivers available.
I think this might be a general isue from HP which they need to fix.
