https://support.hp.com/us-en/document/c06979955 My wife's computer was affected by HP Sure Start Recovery boot loop. She couldn't ESC/hit Enter to clear the message. So I looked up and found 1 thread on Community forums that provided a reliable set of steps to clear the error:
Pieceing together a number of half-steps, and partial solutions got me to a reliable fix. So I can at least report back full success to break out of the boot loop:
- Need to make a USB recovery thumb drive and perform a manual recovery for your make/model laptop. Get the latest BIOS
- Open the bottompanel of the Laptop
- Disconnect CMOS battery connector
- Disconnect the main battery connector
- Remove the SSD
- Plug-in USB recovery thumb drive
- Hold down power button for 10 seconds to discharge all capacitors/battery backed-memory cells.
- Reconnect CMOS battery connector
- While holding down recovery keys Windows+B, insert the power adapter, and continue holding down keys until it goes into Recovery Mode.
- Continue holding down Windows+B as the computer reboots 3 times in a row, After reboot #3 will load a white BIOS status screen. It will complain there's no battery attached. Power down, reconnect main battery, and re-install SSD. Replace the back panel.
- On next reboot, hit ESC key to go straight to BIOS Setup screen and double-check that BIOS is okay and on the latest version. Exit and reboot, Windows should load normally.
- Re-attached the bottom panel of the laptop
