Hello.
Has the fingerprint ever worked? Fingerprint reader is an optional feature, and what you assume as a fingerprint reader could be just a plastic insert.
Is the driver installed? Does Device Manager show devices in Other Devices category with a yellow exclamation? I would expect Windows 11 to automatically download and install them but the driver is available from HP support site.
There is an option to enable and disable fingerprint reader in BIOS settings. Restart computer and hit the ESC button until you get a boot menu - press F10 to enter BIOS settings.
The fingerprint reader may also have broken, or the connecting data cable may have become loose or damaged. Only way to verify the fingerprint reader assembly functionality would be to try it in another computer or with a spare part.
